On 4 January 2021, the paid parking rules changed. From this day onwards, the Paid Unguarded Parking Zone (PUPZ) operates from 8.00 am to 8.00 pm. The following fee rates apply for parking motor vehicles in the PUPZ on working days from Monday to Friday, excluding 2 May, 24 December, 31 December:

  • first hour - PLN 3.90;
  • second hour - PLN 4.60;
  • third hour - PLN 5.50;
  • fourth and subsequent hours – PLN 3.90 each.

The minimum parking fee is PLN 0.50, which is equivalent to 10 minutes of stoppage. It is not possible to pay for shorter time of parking.

Fees for individual hours of parking are cumulative, e.g. the fee for 3 hours of parking is PLN 14 (i.e. PLN 3.90 for the first hour + PLN 4.60 for the second hour + PLN 5.50 for the third hour of parking).

It is possible to pay for time periods shorter than one hour, subject to a minimum charge (PLN 0.50).

The maximum charge of PLN 189.50 for 4 days of parking can be paid once at the parking meter.

Please note that the parking meter does not request a PIN, regardless of the amount.

  • in coins (10 gr, 20 gr, 50 gr, PLN 1, PLN 2, PLN 5).

Please note that the parking meter does not dispense change.

First enter the vehicle registration number and then insert coins or make a card payment.

The ticket is printed immediately after payment, ready for collection from the issuing pocket protected by a green cover.

The ticket must be placed behind the windscreen of the vehicle in such a way that all data can be read from the outside.

Parking meters accept payments on all days of the week, 24 hours a day. Payments made on days and hours free of parking fees are transferred to the next paid day of operation of the Paid Unguarded Parking Zone. Parking fees will automatically be charged from 8.00 am on Monday.

It is not possible to extend the validity of a particular ticket purchased earlier at the parking meter. The start time of parking is the time of ticket purchase (in the case of purchasing a ticket during the Zone’s operating hours, i.e. on working days from Monday to Friday, except for days: 2 May, 24 and 31 December, between 8.00 a.m. and 8.00 p.m.) or 8.00 a.m. on the nearest paid day of Zone operation (in the case of purchasing a ticket out of Zone hours).

Changes in PUPZ from September

EXTENDED ZONE

Extension of the paid parking zone to include Żoliborz and Ochota.

NEW AREA SUBSCRIPTION

The changes adopted by the resolution will enable, apart from the current subscription, also the second option of an area subscription. It will entitle to free parking on a considerably larger area, covering the entire housing estate or a significant part of the district (e.g. the entire Rakowiec or Powiśle district).

The area subscription will provide users with a badge entitling them to park in additional spaces reserved for residents only.

The cost of the new area subscription will be PLN 600 per year. Residents will also be able to continue with the district subscription, which will be issued under the current rules. Everyone can therefore choose which option is more beneficial for them.

Subscriptions under the new rules will be available to apply for in August.

Paid parking zone in Wola and Praga extended

On 14 May 2020, the capital’s councillors decided to expand the Paid Unguarded Parking Zone (PUPZ) to include the areas of Nowa and Stara Praga as well as nearby Wola. The amendments came into force on 7 September 2020.

The consultations in Praga-Północ and Wola lasted from 14 October to 10 November 2019.

Several hundred people participated in 17 consultation meetings - at some the attendance exceeded 100 individuals. The vast majority of participants supported the idea.

In mid-July, work began on the new marking of parking spaces on the streets of Praga and Wola. From 7 September 2020 drivers have been parking there in properly designated places.

Parking subscription in the extended zone

The case can be handled at any of the Passenger Service Points. Their days and opening hours are available on the websites Warszawski Transport Publiczny and Zarząd Dróg Miejskich 

Currently, a map of parking meters is available on the ZDM website and includes all devices located within the current paid parking zone.

Information about the online additional fee

From 2 November 2020, drivers who have received an additional fee summons from the e-Control of the Paid Unguarded Parking Zone can, via the Internet, check detailed photographic documentation proving non-payment of the fee in the PUPZ. To check the photos and information about the additional fee charged to a given vehicle for failure to pay for parking in the PUPZ and its amount, please enter the vehicle registration number and PIN number included in the summons on the website.

Information on the number and value of additional fees charged to a given motor vehicle for failure to pay for parking in the PUPZ may be obtained:

  • by e-mail to: windykacja@zdm.waw.pl or reklamacjeSPPN@zdm.waw.pl, by attaching a scan of the vehicle registration certificate to the e-mail,

  • in person at the headquarters of Zarząd Dróg Miejskich, 120 Chmielna Street, from Monday to Friday between 7:30 a.m. and 3:30 p.m., upon presentation of the vehicle registration document.

NOTICE

On 7 September 2020, the amendments regarding the lack of a parking fee in the PUPZ entered into force.

On 30 July 2020, the capital city councillors adopted a resolution under which from 7 September 2020 the fine for lack of prepaid parking in the PUPZ is PLN 250.

Those who pay during the week will receive a lower rate of PLN 170.

The parking meter technical service hotline operates on weekdays from Monday to Friday except: 2 May, 24 and 31 December, between 08.00 and 20.00. At all other times it is possible to leave a message using the answering machine (on the same number).

Hotline numbers:

  • for parking machines marked with letter G: 800 889 935.

Mobile payments

In order to make parking payments using the mobile payment system, it is necessary to first create an account in the mobiParking or MoBilet application and “attach” a payment card or fund it.

Starting and ending parking is done using one of the methods:

Before using mobiParking and moBilet, the vehicle must be clearly marked (optional):

The sticker or the above-mentioned sheet must be affixed to the lower right-hand corner of the vehicle windscreen so that it is clearly visible.

Complaints

The driver or vehicle owner questioning the legitimacy of issuing an additional fee, document may file a complaint within 7 (calendar) days, counting from the day following:

  • issue an additional charge document and place it under the windscreen wiper, or

  • the service of the summons (if no complaint was previously made).

The lodging of a complaint suspends the obligation to pay the additional fee until a response is received.

Complaints shall be made in writing:

  • by e-mail to: reklamacjeSPPN@zdm.waw.pl

  • via the ePUAP sub-mailbox

  • by post to the address: Zarząd Dróg Miejskich, ul. Chmielna 120, 00-801 Warszawa,

  • in person at the ZDM Office (opening hours and address on the Contact page)

The complaint should include:

  • name and postal address of the complainant - complaints without this data will not be considered,

  • vehicle registration number,

  • the number of the additional fee document or at least the date of the event,

  • substantiate the complaint, preferably with supporting documents.

Complaints shall be answered in the order in which they are received, endeavouring to ensure that the deadline for reply does not exceed 30 days.

In the event of not receiving an answer to your complaint within 30 days, please first check if it was sent to the correct address, and if so, call 22 55 89 320.

Replies to complaints shall be sent by registered letter with acknowledgement of receipt, by ordinary mail or electronically, depending on the need, the manner in which the complaint was lodged or the wishes of the applicant. At the request of the person concerned, submitted original documents shall be returned by post, together with the reply.

A person who does not agree with the answer received to the complaint may file an appeal with the Appeals Board, appointed by the Mayor of the City of Warsaw, within 7 days from the date of receipt of notification of rejection of the complaint.

The appeal shall be lodged through the ZDM, enclosing those documents which were not received by the ZDM with the complaint.

Zarząd Dróg Miejskich

Accounting notes and invoices

Zarząd Dróg Miejskich in Warsaw does not issue accounting notes or invoices for parking in the PUPZ.

Pursuant to Article 15(6) of the Act of 11 March 2004 on tax on goods and services (Journal of Laws of 2018, item 2174, as amended), public authorities and offices servicing these authorities shall not be regarded as taxpayers within the scope of tasks imposed by separate provisions of law, for the performance of which they have been established, with the exception of activities performed on the basis of concluded civil law contracts.

The parking fee results directly from the law (Article 13(1)(1)) of the Act of 21 March 1985 on public roads (Journal of Laws of 2018, item 2068, as amended) and the road administration is only designated to collect it (Article 13b(7) of the aforementioned Act).

ZDM, collecting the fee for parking in the paid parking zone, does not act as a taxpayer for this activity, does not make a sale or provide a service.
