[!] Attach the documents prepared in a foreign language to the application together with their translation into Polish by a sworn translator or a competent consul.
This obligation does not apply to: an extract from the approval certificate, the EC certificate of conformity, a copy of the decision releasing the vehicle from approval, issued on the basis of the approval certificate, or a decision releasing the vehicle from approval, in accordance with the Community approval procedure, by a competent authority of a European Union (EU) Member State.
- Application by the owner(s) for registering a vehicle.
- Consent to the processing of personal data, if you give it.
- Power of attorney - if you are represented by an attorney in the case. If you wish to submit a copy of the power of attorney it must be certified as a true copy by:
- a notary or,
- an attorney or legal advisor who is a plenipotentiary in the case or
- an authorised official in charge of the case. In such a case, you must also present the original document.
- Vehicle title document. Such a document can be, for example:
- a VAT invoice that confirms the purchase of the vehicle,
- a sale agreement,
- an exchange agreement,
- a donation agreement,
- an annuity agreement,
- a final court decision ruling on the right of ownership
- an agreement of transfer of ownership of, for example, a bank,
- an original transfer of ownership agreement, together with a declaration of reversion and a declaration of full repayment of the debt.
- Vehicle registration certificate, if the vehicle was registered.
- Registration plates, if the vehicle was registered.
[!] From 1 February 2022, by submitting an application for re-registering a used vehicle purchased in Poland, you can keep the existing registration number. The plates must be white and include EU stars on a blue background. The plates must be legible, i.e. well-maintained and unbent. If the number plates of the purchased vehicle do not meet these conditions we will have to re-register your vehicle with new numbers.
- EC certificate of conformity or certificate of conformity together with a statement containing the data and information concerning the vehicle necessary for registering and re-gistering the vehicle, vehicle unit approval, decision on recognising the vehicle unit approval, or individual EC vehicle approval certificate.
- Proof of performing payment for the recycling fee - applies to M1 or N1 category vehicles as well as L2e category three-wheel mopeds. The proof of payment must specify the vehicle's identification features: VIN, body, and chassis number.
[!] The recycling fee does not apply to vehicles introduced into Poland after 1 January 2016. Introduction into the country's territory takes place from the date of admitting the vehicle for trade in the territory of the country - in the case of import, issuing an invoice or importing the vehicle into the territory of the country - in the case of intra-Community acquisition. The fee must be paid by the person or entity introducing the vehicle into Poland. It can also be replaced by a statement, e.g. on an invoice, concerning being subject to the obligation to provide a vehicle collection network.
- Proof of import clearance if the vehicle has been imported from the territory of a country which is not a Member State of the European Union (EU).
- One of the excise information documents:
- a document confirming performing the payment of excise duty on the national territory,
- a document that proves the absence of this obligation,
- a certificate which confirms the exemption from excise duty if the vehicle was imported from the territory of an EU Member State.
[!] Applies to a passenger car of the type "automotive other", sub-type "quadricycle" - approval category L7e or sub-type "light quadricycle" - approval category L6e.
- If you are registering the vehicle as an individual, present an identity document for inspection, e.g. identity card, passport.
- If you are registering the vehicle as a legal entity, e.g. a joint stock company - provide a current copy of the National Court Register (KRS) for inspection.
[!] Matters concerning registering a vehicle on behalf of a legal entity can be handled only by an authorised person.
- If you are a foreigner residing in Poland, a representative of a foreign company, a foreign cultural centre, a foundation, or a press correspondent, present:
- proof of identity - passport, proof of temporary or permanent residence and one of the documents listed below:
- a Schengen or national visa,
- a residence card issued in relation to granting a temporary residence permit,
- certificate of registration of an EU citizen's stay,
- a residence card of a family member of an EU citizen,
- a document confirming the EU citizen's right of permanent residence,
- a permanent residence card of a family member of an EU citizen,
- a residence card issued in connection with:
- granting a residence permit for permanent residence,
- long-term resident's EU residence permit,
- granting of the status of a refugee,
- granting of subsidiary protection,
- granting of a tolerated stay permit.
- for a foreign company - for inspection, a certificate of entry in the register of representative offices of foreign entrepreneurs issued by the Minister of Economy, or a current excerpt from the National Court Register for the branch of a foreign entrepreneur,
- for cultural centres, foundations, press correspondents - for inspection: international agreements, certificates from embassies, accreditations.
You must submit the attachments to your application in the original or as a certified copy. If you are submitting a photocopy of a document, show the original or a certified copy to the official. The official will then certify the conformity of this document with the original for an additional fee.
