[i] If you have a driving licence issued abroad and are living in Poland for at least 185 days you must exchange it for a Polish driving licence.
[i] If your driving licence was issued abroad and is not specified in the Convention on Road Traffic signed in Geneva in 1949 and in Vienna in 1968, or is not in accordance with the required model, you must additionally pass a theory driving test.

Step by step

  1. Complete an application for issuing a driving licence.
    [!] The  forms are also available at the office.
  2. Attach the required documents to the application. Take your identity document and foreign driving licence with you.
  3. Come to the Administration & Resident Services District Delegation of the district you live in. Submit the completed application with the required attachments.
  4. We will confirm your permanent or temporary residence registration in the system. If you do not have a registered residence, present another document that proves your residence at the designated location. We will verify this during your visit to the office. We will consider each such case individually.
  5. You will receive a Driver Candidate Profile (PKK) with which you will register for the theory driving test.
  6. After passing the exam, apply again to the Administration & Resident Services District Delegation of the district you live in. Include a confirmation performing the payment for issuing a driving licence. If you fail to do so, we will leave your application unprocessed.
  7. The driving licence should be ready for collection within a maximum of 30 days. You will receive information on whether the driving licence can be collected at the relevant office or at the info-car.pl website.
  8. Collect your driving licence. Bring your identity document with you to the visit as well as your foreign driving licence to be returned. We will return the foreign driving licence to the authority that issued it to you.

Required documents

  1. Application for issuing a driving licence.
  2. Consent to the processing of optional personal data (e.g. telephone number), if you give it.
  3. A colour photograph with the dimensions of 35 x 45 mm.

  4. A photocopy of the foreign driving licence (bring the original for inspection).
  5. A translation of the foreign driving licence into Polish, drawn up or certified by a sworn translator or by a competent consul of the Republic of Poland.
  6. If you are a foreigner - a residence card, visa, or other document confirming your legal stay in Poland, or a certificate that you have been studying for at least 6 months.
  7. Proof of performing the payment for issuing the driving licence - you can bring this once you have passed your test.
  8. Declaration of familiarizing oneself with Art. 233 of the Penal Code.
  9. A declaration made pursuant to Art. 11 sec. 1(5) of the Driving Act.
  10. Power of attorney - if you are represented by an authorised representative in the case. If you wish to submit a copy of the power of attorney, it must be certified by:
    • notary,
    • a solicitor or barrister who is an agent in the case,
    • authorised employee of the office that is handling the case. In such a case, you must also present the original document.

Fees

PLN 100 - fee for issuing a driving licence.
You can perform the payment for your driving licence:

  1. at the district office cash desk,
  2. at a fee machine - if available at the place where you submit the application
  3. by bank transfer - select the account assigned to the district in which you will be submitting your application.

Possible additional charges:

  • PLN 17 - stamp duty on submitting a document that confirms granting the power of attorney. The power of attorney you grant to a spouse, ascendant (parent, grandparent), descendant (child), or sibling is free of stamp duty.
  • PLN 5 - fee for certifying a copy of the document for conformity with the original by an employee of the office. We charge the fee for the certification of each page started. If you are submitting originals or documents already certified as true copies - we will not charge this fee.

You can pay the stamp duty:

  • at the district office cash desk,
  • at a fee machine - if available at the place where you submit the application
  • by transfer to a bank account.

  • Generating the PKK - up to 2 working days.
  • Preparing the driving licence document for issue - up to 9 working days.
  • Cases that require investigation - up to 1 month.
  • Particularly complex cases - up to 2 months.

Appeal procedure

If you receive a decision, you may appeal against it to the Local Government Appeal Board in Warsaw at ul. Obozowa 57) Submit your appeal through the Mayor of the Capital City of Warsaw (to the address of the Administration & Resident Services District Delegation at which the application has been issued).
You have 14 days from the date of receiving the decision to file an appeal. You do not have to pay for submitting it.

Notes

  • We may ask you to fill in the application again if the application is, for example, filled in illegibly.
  • A foreign driving licence ceases to be valid 6 months after permanent or temporary residence in Poland. This also applies to driving licences issued in the UK after 31 December 2020.
  • When you exchange a driving licence that is not specified in the Traffic Conventions, we must request confirmation of the data and information contained in your driving licence from the authority that issued it to you.
  • If you have a status of a refugee, assured asylum, subsidiary protection, or a permit for tolerated stay on the territory of Poland, within the meaning of Art. 348 and art. 351 of the Act of 12 December 2013 on foreigners (Journal of Laws of 2018, item 2094 as amended), you will not be subject to verification in the state that issued your licence.
