Inspections of travel documents in public transport vehicles can be carried out by persons authorised to do so by the ZTM Director.

Ticket inspectors are not obliged to disclose to passengers their full name. They only need to do so at the request of the police or municipal guard.

Persons authorised to conduct ticket inspections are required to have an ID card in a visible place.

The The ticket inspectors ID card contains:

  1. the following inscription: “Miasto Stołeczne Warszawa — Zarząd Transportu Miejskiego” [Capital City of Warsaw ‒ Public Transport Authority],

  2. the inspector’s photo,

  3. the inspector’s identification number,

  4. the date of issue and validity period

  5. the scope of authorisation,

  6. the stamp and signature of the issuer,

  7. the  hologram.

 

Ticket inspector’s rights

In case the charge is not paid or an identity document is not produced:

  1. the ticket inspector has the right to apprehend the passenger, and then immediately deliver him to the Police or another competent law enforcement body authorised, under the applicable regulations, to arrest the passenger and take measures to establish his/her identity;

  2. until the arrival of the Police or another law enforcement body, the passenger is required to remain at the place of the inspection or at another location indicated by the ticket inspector.

The ticket inspector has the right to retain, against a receipt, tickets and documents confirming entitlements to a discount-price or free ride if there is any suspicion of those being forged or alternated.

Ticket inspection basis

The basis for conducting a ticket inspection among passengers is entering into a transport services agreement, which occurs when the passenger enters the vehicle, and in the case of metro – the metro ticket zone.

Upon entering into a transport services agreement, the passenger without a valid ticket or document entitling him/her to a free ride is required to immediately validate/activate the ticket after entering the vehicle or the metro ticket zone. 

Inspection start

The ticket inspection starts in the vehicle or the ticket zone, generally after the vehicle leaves the stop and after a reasonable period of time within which passengers have had an opportunity to validate their tickets.

The validating machines are blocked during the inspection. Generally, all the validating machines are blocked, but it is possible to block only one, two or more validating machines. There is no possibility to validate tickets during the inspection. A ticket validated during the ticket inspection is considered invalid.

Ticket inspection

Ticket validity is verified by scanning the ticket with an inspection reader, swiping it through the slot of the inspection device used for reading the data, or a visual assessment by the ticket inspector, depending on the form of the ticket.

Personal tickets encoded on a personalised Warsaw City Card are inspected by verifying the image of the person presenting the ticket against the photo on the reverse of the card; these two should be the same.

Inspection of tickets purchased via mobile phones

The ticket inspector scans the phone screen with his/her terminal reading the QR code or visually inspects the validity information of the ticket being verified. Detailed rules are available on the websites of mobile application operators.
