If you have a foreign driving licence but want to exchange it for a Polish one, here you can find information on how to do so.
[!] You can use a foreign driving licence in Poland if it was issued by:

  • a Member State of the European Union (EU), 
  • the Swiss Confederation,
  • a member state of the European Free Trade Agreement (EFTA),
  • a state-party to the Agreement on the European Economic Area,
  • the United Kingdom before 31 December 2020.

Step by step

  1. Complete an application for issuing a driving licence.

  2. Attach the required documents to the application. Take your identity document and foreign driving licence with you.
  3. Come to the Administration & Resident Services District Delegation of the district you live in. Submit the completed application with the required attachments.
  4. We will confirm your permanent or temporary residence registration in the system. If you do not have a registered residence, present another document that proves your residence at the designated location. We will verify this during your visit to the office. We will consider each such case individually.
  5. The driving licence should be ready for collection within a maximum of 30 days. You will receive information on whether it can be collected at the relevant office or on the info-car.pl website.
  6. Collect your driving licence - bring your identity document and foreign driving licence with you to your appointment.

Required documents

  1. Application for issuing a driving licence.
  2. Consent to the processing of optional personal data e.g. telephone number, if you give it.
  3. A 35 x 45 mm colour photograph - see https://www.gov.pl/web/gov/zdjecie-do-prawa-jazdy for specific requirements that must be met.
  4. If you are a foreigner - a residence card, visa, or other document that confirms your legal stay in Poland, or a certificate that you have been studying for at least 6 months.
  5. A photocopy of a foreign driving licence (original for inspection).
  6. Translation of the driving licence into Polish made or certified by a sworn translator or by a competent consul of the Republic of Poland - if required (read more in the Notes section).
  7. A medical certificate stating that there are no medical contraindications to driving - if your foreign driving licence has expired.
  8. A psychological certificate stating that there are no psychological contraindications to driving (for categories C1, C, D1, D, C1+E, C+E, D1+E, D+E) - if your foreign driving licence has expired.
  9. Proof of payment for issuing a driving licence.
  10. Declaration of becoming familiar with Art. 233 of the penal code.
  11. A declaration made pursuant to Art. 11 sec. 1(5) of the Driving Act.
  12. Power of attorney - if you are represented by an authorised representative in the case. If you wish to submit a copy of the power of attorney, it must be certified by:
    • a notary or
    • a lawyer or legal advisor who acts as a plenipotentiary in the case or
    • an authorised employee of the office that is handling the case. In such a case, you must also present the original document.

Fees

PLN 100 - fee for issuing a driving licence.
You can perform the payment for your driving licence:

  1. at the district office cash desk,
  2. at a fee machine, if it is available at the place where you submit the application
  3. by bank transfer - select the account assigned to the district in which you will be submitting your application.

Possible additional charges:

  • PLN 17 - stamp duty on submitting a document that confirms the granting of power of attorney. The power of attorney you grant to a spouse, ascendant (parent, grandparent), descendant (child), or sibling is free of stamp duty.
  • PLN 5 - fee for certification of a copy of the document for conformity with the original by an employee of the office. We charge the fee for the certification of each page started. If you are submitting originals or documents already certified as true copies - we will not charge this fee.

You can pay the stamp duty:

  • at the district office cash desk,
  • at a fee machine, if it is available at the place where you submit the application
  • by transfer to a bank account.

You can perform a bank transfer to the office's bank account:

Reply deadline

  • Preparing a driving licence document for issue - up to 9 working days.
  • Cases that require investigation - up to 1 month.
  • Particularly complex cases - up to 2 months.

The deadline for case processing is calculated from the day you submit a complete application.

Appeal procedure

If you receive a decision, you may appeal against it to the Local Government Appeal Board in Warsaw (ul. Obozowa 57). Submit your appeal through the Mayor of the Capital City of Warsaw (to the address of the Administration & Resident Services District Delegation at which the application has been issued).
You have 14 days from the date of receiving the decision to file an appeal. You do not have to pay for submitting it.

Notes

You will receive a Polish driving licence after returning your foreign document, as you may only hold one valid driving licence. We will return the foreign driving licence to the authority that issued it.
