Parking fees

The following fee rates apply for parking motor vehicles in the PUPZ on working days from Monday to Friday, excluding 2 May, 24 December, 31 December:

  • first hour - PLN 4.50;
  • second hour - PLN 5.40;
  • third hour - PLN 6.40;
  • fourth and subsequent hours – PLN 4.50 each.

The minimum parking fee is PLN 0.50, which is equivalent to 10 minutes of parking. It is not possible to pay for shorter time of parking.

Fees for individual hours of parking are cumulative, e.g. the fee for 3 hours of parking is PLN 16,30 (i.e. PLN 4.50 for the first hour + PLN 5.40 for the second hour + PLN 6.40 for the third hour of parking).

It is possible to pay for time periods shorter than one hour, subject to a minimum charge (PLN 0.50).

Additional fee for non-payment of parking - 300 zł. If the fee is paid within 7 days, the cost is 200 PLN. 

METHODS OF PAYMENT

  1. payment at a parking meter:
  • with a payment card (contact or contactless),

! Parking meter does not request a PIN, regardless of the amount.

  • in coins (10 gr, 20 gr, 50 gr, PLN 1, PLN 2, PLN 5).

! Parking meter does not dispense change.

First enter the vehicle registration number and then insert coins or make a card payment.

The ticket is printed immediately after payment, ready for collection from the issuing pocket protected by a cover.

! As of August 15, 2022, it is no longer necessary to place the ticket behind the windshield of the vehicle.

Parking meters accept payments on all days of the week, 24 hours a day. Payments made on days and hours free of parking fees are transferred to the next paid day of operation of the Paid Unguarded Parking Zone. Parking fees will automatically be charged from 8.00 am on Monday.

In parking meters, apart from those in the Saska Kępa and Kamionek districts, there is not yet a functionality allowing the validity of a specific pre-purchased ticket to be extended. Such a possibility across the whole PUPZ will be introduced in December 2024. The start time of parking is the time of ticket purchase (in the case of purchasing a ticket during the Zone’s operating hours, i.e. on working days from Monday to Friday, except for days: 2 May, 24 and 31 December, between 8.00 a.m. and 8.00 p.m.) or 8.00 a.m. on the nearest paid day of Zone operation (in the case of purchasing a ticket out of Zone hours).

New parking meters from November 2024

The new machines vary in size and functionality. 1,100 parking meters allow paying for parking by card or blik exclusively, with the remaining 810 it is possible to pay with coins as well.

The new machines are quipped with QR code readers. All the driver has to do is scan such a code from his or her phone (e.g. generated in a dedicated application) and the registration number of his or her car will be automatically completed.

The QR readers have another function - they allow the validity of a specific pre-purchased ticket to be extended in a similar way to how it can be done using a mobile application.

Blik payment

Parking meters with the BLIK payment option are located in the extended PUPZ area of Praga-Pólnoc and Mokotów (from 2 January 2023).

The extended zone is effective from 4 November 2024. 

A guide for residents

Zarząd Dróg Miejskich has prepared an online guide where residents will find drafts of the new traffic organisation, maps of one-way sections and zones with parking only for them, a continuously updated timetable for the implementation of the changes and information necessary to purchase a subscription.

Subscription

People living in the area can apply one month in advance, starting October 5, to Zarząd Dróg Miejskich (Municipal Roads Authority) for a parking subscription. There is a choice of two types of subscription, with different costs and range of entitlements, and two ways of ordering them - in person or online at AbonamentZdomu.zdm.waw.pl

New parking meters

The PUPZ areas in Kamionek and Saska Kępa are equipped with the latest parking meters. There are a total of 155 parking meters there. 

They all support a range of modern payment methods (card, NFC, BLIK, etc.). Thanks to the built-in QR code reader, they also allow to extend existing parking time. Untill now, this was possible only using mobile parking apps.

Extension of the SPPN in Mokotow on 3 February 2025

The area of the zone in Mokotów

  • from the west will be limited by Żwirki i Wigury Street
  • from the east by Czerniakowska street and a section of Powsińska street
  • from the south along the line of Woronicza, Wołoska, Domaniewska and Idzikowskiego streets
  • from the north, the zone will be directly adjacent to its current boundary in Mokotów, i.e. Kulskiego, Różana and Gagarina streets.

Parking subscriptions

Residents will be able to apply for parking subscriptions at the City Roads Authority (Zarząd Dróg Miejskich) one month before the zone starts, i.e. from January 2025.

Parking meters

The new zone will feature the most modern parking meters available. They will support a range of cashless payment types, including BLIK codes and NFC contactless technology, among others. They will also allow for the extension of already paid parking time, similar to a popular function previously only available in mobile applications.

Public consultations

Public consultations on changes to Mokotow streets in connection with the extension of the Paid Unattended Parking Zone lasted from 15 November to 15 December 2023.

Information about the online additional fee

From 2 November 2020, drivers who have received an additional fee summons from the e-Control of the Paid Unguarded Parking Zone can, via the Internet, check detailed photographic documentation proving non-payment of the fee in the PUPZ. To check the photos and information about the additional fee charged to a given vehicle for failure to pay for parking in the PUPZ and its amount, please enter the vehicle registration number and PIN number included in the summons on the website.

Information on the number and value of additional fees charged to a given motor vehicle for failure to pay for parking in the PUPZ may be obtained:

  • by e-mail to: windykacja@zdm.waw.pl or reklamacjeSPPN@zdm.waw.pl, by attaching a scan of the vehicle registration certificate to the e-mail,

  • in person at the headquarters of Zarząd Dróg Miejskich, 120 Chmielna Street, from Monday to Friday between 7:30 a.m. and 3:30 p.m., upon presentation of the vehicle registration document.

The parking meter technical service hotline operates on weekdays from Monday to Friday except: 2 May, 24 and 31 December, between 08.00 and 20.00. At all other times it is possible to leave a message using the answering machine (on the same number).

Mobile payments

In order to make parking payments using the mobile payment system, it is necessary to first create an account in the mobiParking or MoBilet application and “attach” a payment card or fund it.

Starting and ending parking is done using one of the methods:

As of August 15, 2022, according to the amended resolution of the Council of the Capital City of Warsaw on PUPZ, the card or sticker does NOT have to be placed in the lower right corner of the vehicle's windshield.

Complaints

The driver or vehicle owner questioning the legitimacy of issuing an additional fee, document may file a complaint within 7 (calendar) days, counting from the day following:

  • issue an additional charge document and place it under the windscreen wiper, or

  • delivery of the summons (if no complaint was previously made).

Fee amount

An additional fee is established for each failure to pay the fee for parking a motor vehicle in the PUPZ, in the amount of PLN 300, subject to paragraph 2.

In the event that the additional charge referred to paragraph 1 is paid within 7 days from the issue of an additional charge document or receipt of a call for payment, its amount is set at PLN 200.

In relation to the above, submitting a complaint about an additional charge received or a call for an additional charge does not suspend the 7-day time limit for its payment, during which its amount is PLN 200 instead of PLN 300. Failure to pay the charge within this period results in irreversible loss of this entitlement. If the complaint is accepted, the additional charge will be returned to the payer.

Complaints shall be made in writing:

  • by e-mail to: reklamacjeSPPN@zdm.waw.pl

  • via the ePUAP sub-mailbox

  • by post to the address: Zarząd Dróg Miejskich, Chmielna St. 120, 00-801 Warszawa,

  • in person at the ZDM Office (opening hours and address on the Contact page)

The complaint should include:

  • name and postal address of the complainant - complaints without this data will not be considered,

  • vehicle registration number,

  • the number of the additional fee document or at least the date of the event,

  • substantiate the complaint, preferably with supporting documents.

Replies to complaints

Complaints shall be answered in the order in which they are received, endeavouring to ensure that the deadline for reply does not exceed 30 days.

In the event of not receiving an answer to your complaint within 30 days, please first check if it was sent to the correct address, and if so, call 22 55 89 535 lub 22 55 89 536.

Replies to complaints shall be sent by registered letter with acknowledgement of receipt, by ordinary mail or electronically, depending on the need, the manner in which the complaint was lodged or the wishes of the applicant. At the request of the person concerned, submitted original documents shall be returned by post, together with the reply.

A person who does not agree with the answer received to the complaint may file an appeal with the Appeals Board, appointed by the Mayor of the City of Warsaw, within 7 days from the date of receipt of notification of rejection of the complaint.

The appeal shall be lodged through the ZDM, enclosing those documents which were not received by the ZDM with the complaint.

Zarząd Dróg Miejskich

No parking fee

The fee for lack of paid parking in the  Paid Unguarded Parking Zone is PLN 300. This is the so-called additional fee.

If it is paid within 7 days from the issuance of the additional fee document or receipt of a summons for payment (regarding PUPZ e-control), its amount is PLN 200. Such entitlement does not apply to additional fees for which ZDM has already issued a notice, reminder, reminder or enforcement title.

The additional fee must be paid within 14 days from the date of issuance of the additional fee document or receipt of a demand for payment:

  • to the individual bank account number - for a given surcharge fee document, specified in the document (above the bar code), writing only "surcharge fee" in the title of the transfer,

or

  • in case of loss/destruction of the surcharge fee document - to the general bank account number, stating the vehicle registration number in the title of the payment,

or

  • at the toll machines - but not earlier than the next business day after issuance of the Additional Charge Document; the toll machine reads the bar code included in the Additional Charge Document (you can also enter the number of the document on the keypad instead of reading the bar code). The toll machines are located at the ZDM headquarters (120 Chmielna St., 00-801 Warsaw) and the additional fee can be paid at them on working days from Monday to Friday from: 7.30 am to 3.30 pm

Accounting notes and invoices

Zarząd Dróg Miejskich in Warsaw does not issue accounting notes or invoices for parking in the PUPZ.

Pursuant to Article 15(6) of the Act of 11 March 2004 on tax on goods and services (Journal of Laws of 2018, item 2174, as amended), public authorities and offices servicing these authorities shall not be regarded as taxpayers within the scope of tasks imposed by separate provisions of law, for the performance of which they have been established, with the exception of activities performed on the basis of concluded civil law contracts.

The parking fee results directly from the law (Article 13(1)(1)) of the Act of 21 March 1985 on public roads (Journal of Laws of 2018, item 2068, as amended) and the road administration is only designated to collect it (Article 13b(7) of the aforementioned Act).

ZDM, collecting the fee for parking in the paid parking zone, does not act as a taxpayer for this activity, does not make a sale or provide a service.
